Register the exact nominated email in Nexus. This creates only the Nexus user identity; it does not create agency membership, grant a LedgerWatch role, or acknowledge the witness role.

Passwords and verification codes are sent directly to Base44 authentication. LedgerWatch and Nexus do not persist them in witness records or audit evidence.

CONTROL BOUNDARY

Three distinct nominated users must self-acknowledge. Only after all three authenticated acknowledgements pass may the P6.6 gate become Ready for Authorization. A separate super-admin action and exact authorization phrase are still required afterward.
